The building has a two story center bay with two single story flanking bays. The building has a cast-in-place concrete slab on grade system with cast-in-place concrete footings under load bearing brick columns and walls. The building is structurally unsound.

This structure contributes to the Governors Island Historic District. All interior finishes have been demolished and removed.

The Buildings in the Liggett Terrace District are impressive institutional brick structures on a grand scale which share a common look and feel. Liggett Hall, the centerpiece building of the district, at the southern edge of Colonels Row overlooks Liggett Terrace, is a key feature of the new Park and Public Space of Governors Island.
